Mill Pond Water Level

I do have a question regarding the water level of the mill pond. Why do they keep it so low that it looks terrible and so unappealing that it almost hurts to look at it. The water level should come up maybe 6 inches to hide all those ugly mud islands that make it hard to look at. It is really a beautiful pond when the water is covering the mud. I can think of no reason to keep it so low except perhaps if we are expecting a hurricane or torrential flooding rains. Please have the water level raised 6 inches!
