First Parking Ban of Winter Declared

The town's first overnight on-street parking ban of the winter has been declared in Danvers for Monday night.

The first overnight parking ban of the winter under the town's new trial rules has been declared for Monday night. No on-street parking will be allowed in Danvers from 1-6 a.m. early Tuesday morning, according to the Department of Public Works. Any cars that are left on the street will be subject to ticketing and towing. The total cost for a vehicle left on the road during the parking ban and towed is $175 - $125 for the tow, $35 for storage and $15 for the parking ticket. The new policy was put into place in early December by an unanimous vote of the Board of Selectmen. The change allows overnight on-street parking all winter long except when a parking ban is announced, rather than a winter-long ban that prohibited overnight parking even …

Lucy's Attorney to Seek Dismissal of Assault Charge

Selectman Keith Lucy has been charged with assault in connection to an incident at Town Hall last September.

The attorney representing a Danvers Selectman facing an assault charge says his next move will be to ask a judge to dismiss the charges. Keith Lucy, a member of the Danvers Board of Selectmen, is facing a charge of assault after an alleged altercation in Danvers Town Hall on primary election night on Sept. 6. The alleged victim, John Fratus of Appleton Street, sought the charge himself and it was not handled by police. He went to court and after a magistrate's hearing it was found there was probable cause to go forward. Fratus said he was in Town Hall looking at results on election night when Lucy allegedly stepped in front of his wife, Frances, and resident Julie Curtis. “He was red in the face and looked angry,” Fratus wrote in a …

Town Mulls Whether to Ban or Limit Medical Marijuana Dispensaries

The Danvers Board of Selectmen took its first steps this week in determining how it wants to set up zoning rules to regulate medical marijuana dispensaries.

When the first medical marijuana dispensary opens in Massachusetts in 2014, Danvers wants to be ready. On Tuesday, the Board of Selectmen took its first step toward deciding how it wants to regulate any proposed dispensaries. “I think we can manage it,” Selectman Gardner Trask said. “We can not stop it now; We can put as tight a leash on it as possible.” The dispensaries are coming to the state after voters last month approved Question 3, which will allow for the use of medical marijuana. Up to 35 dispensaries will be allowed in the state, starting in 2014. Starting Jan. 1, the town's overnight wintertime parking ban will be lifted, replaced with a ban that will be put in place only during snowstorms. Find out how to add more phone numbers to the notification system to find out when the ban is enacted.

With the decision made on Tuesday to lift the wintertime overnight parking ban effective Jan. 1 in Danvers, residents who regularly park on the street will want to make sure they are notified when a parking ban goes into place. The ban will be put in place when a winter storm is approaching and the streets need to be clear "curb-to-curb" for snow removal. The cost for a parking ticket, tow and the first day storage charge totals $175. The easy way to avoid it will be to move your car off the street between 1 a.m. and 6 a.m. when the parking ban is in place. Overnight Winter Parking Ban Lifted

A town policy that dates back more than 40 years banning overnight parking during the wintertime on town streets was lifted on Tuesday in favor of a ban only during snowstorms.

Residents will now being able to park on Danvers streets overnight this winter unless a snowstorm is approaching. That was the decision on Tuesday night by the Board of Selectmen, which unanimously voted to change a town policy that has existed for more than 40 years banning overnight parking between 1 a.m. and 6 a.m. during the winter. Chairman of the Board of Selectmen, Bill Clark, said he came into Tuesday night’s meeting prepared to send a proposed town bylaw change to a Special Town Meeting. But the overnight winter parking ban is included in the town’s traffic rules and regulations, set by the Board of Selectmen acting as the Traffic Commission, said Town Manager Wayne Marquis. I do agree that the town needs to review year round parking on both sides of many streets, especially Holten St between town Hall and the Calvary Church. Selectman to be Arraigned on Assault Charge Tuesday

Keith Lucy, a member of the Danvers Board of Selectmen, will be arraigned on Tuesday in Salem District Court on an assault charge.

A member of the Danvers Board of Selectmen is scheduled to be arraigned Tuesday on assault charges in connection with an incident at Town Hall on Election Day in September. Keith G. Lucy, 47, of 7 Ashley Lane faces a single count of assault after the incident on Sept. 6, the day of the primary election. The charges were not filed by police but instead by a citizen, who sought a hearing in front of a Salem District Court magistrate. That magistrate, who heard the complaint from Town Meeting member John Fratus of Appleton Street in a hearing closed to the public, found there was probable cause to issue a criminal complaint against Lucy. He was then issued a summons on Oct. 25 to appear at an arraignment on Tuesday. The assault charge is a …
